On 18th June 2026, several members of Caersws Community Council attended the public exhibition held by Wind2 regarding the proposed Parc Ynni Calon y Gwynt energy park.
The purpose of attending was to better understand the proposals being presented, speak directly with representatives from the developer, and gather information on behalf of the community.
During the exhibition, councillor’s identified a number of points where clarification was required. These related to information displayed on the exhibition boards, including references to statutory consultees and the number of visual viewpoints available for inspection.
Following the exhibition, Councillor Michael Cheshire formally wrote to Wind2 seeking clarification on behalf of the Council. The questions raised included:
- Whether Caersws Community Council had previously been consulted regarding the viewpoints referred to on the exhibition material.
- Whether the Community Council had ever agreed to the proposals or the viewpoints displayed.
- Whether wording on one of the exhibition boards could be misleading to members of the public.
- Why only seven photomontage viewpoints were displayed when approximately twenty viewpoints form part of the overall assessment.
Wind2 has now provided a detailed written response to these questions.
Wind2’s Response
In summary, the developer has confirmed that:
- Caersws Community Council has not yet been formally consulted regarding the viewpoints shown on the exhibition material, nor has the Council agreed to them. Wind2 explained that the viewpoints were established during an earlier statutory scoping process undertaken by Planning and Environment Decisions Wales (PEDW), rather than through consultation with community councils.
- Wind2 acknowledged that the wording on the exhibition banner caused confusion and apologised that the distinction between the statutory scoping process and the later consultation stages was not made sufficiently clear. The company has confirmed it will review whether the wording can be made clearer at future exhibitions.
- The seven photomontages displayed at the exhibition were selected as representative viewpoints for the exhibition locations. The complete set of viewpoints and visualisations will be published alongside the draft Environmental Statement during the forthcoming statutory consultation.
- Wind2 confirmed that Caersws Community Council will become a statutory consultee during the forthcoming Pre-Application Consultation (PAC), when the Council will receive the full draft Environmental Statement and have the opportunity to submit formal representations.
The Council welcomes the detailed response provided by Wind2 and appreciates the time taken to address the questions raised by councillor’s.
What Happens Next?
Wind2 has advised the Council that it is in the final stages of preparing the Environmental Statement and expects this to be published within the coming weeks. This will be followed by the formal Pre-Application Consultation (PAC), during which residents, community organisations and statutory consultees will have six weeks to submit comments or objections before the application is submitted.
According to Wind2’s published project programme, the anticipated timetable is:
- June 2026 – Second Round of Public Consultation
- Summer 2026 – Pre-Application Consultation (PAC) and publication of the draft Environmental Statement
- Autumn 2026 – Submission of the Developments of National Significance (DNS) application to Planning and Environment Decisions Wales (PEDW)
- Autumn 2026 to 2027/28 – Examination of the DNS application
- 2027/28 – Decision by the Welsh Ministers
- Post 2030 – Energy Park operational (if approved)

The Council’s Role
It is important to emphasise that Caersws Community Council has not adopted a position either in support of or in opposition to the proposed development at this stage.
The Council’s role is to represent the interests of the community, carefully scrutinise the information provided by the developer, ensure that the consultation process is fair, transparent and properly conducted, and encourage residents to participate in the statutory consultation when it opens.
The correspondence received from Wind2 will be presented to members at the next meeting of Caersws Community Council on Wednesday, 8 July 2026. Councillor’s will consider the response, discuss any further actions that may be appropriate, and determine how best to represent the interests of the community during the forthcoming consultation.
